About the Opportunity

The NU-RES Hub (the Hub) is a shared administrative and business services unit within Northeastern University's office of sponsored programs (Northeastern University Research Enterprise Services, or NU-RES) that provides unit level research administration support from a centralized location. The Hub supports a wide variety of clients within Northeastern's global research network - spanning small research institutes, colleges, satellite campuses, and subsidiaries - that either don't perform the volume of research to warrant in-house full-time administrative staff, are in the midst of a start up phase, or both. Team members of the Hub provide direct assistance to faculty and research investigators; cross-function support to Hub and NU-RES team members; and work closely with all units reporting to the Senior Vice Provost for Research.

The Hub seeks to hire a talented, experienced, agile research administrator who is dedicated to supporting investigators secure and manage their extramurally-funded sponsored activities. Reporting to the Associate Director for Government Contracts, the Senior Grant and Contract Portfolio Officer works in partnership with faculty, University staff and funding agencies by managing a client's grant & contract portfolio; assisting investigators and administrators; and facilitating the effective management of sponsored programs throughout the entire project lifecycle - from proposal development to non-financial award management through award closeout.

Northeastern is a global university and NU-RES supports its team working remotely. Remote locations and work schedules are determined based on operational needs and in consultation with NU-RES team members, consistent with University policies and guidance.

Responsibilities include: The Senior Grants and Agreements Portfolio Officer supports teams of researchers and provides direct administrative and business services support to faculty and research investigators in preparing their proposals and managing their awards; provide guidance on complex federal regulations, agency requirements, internal policies and procedures, and budget development; Provide non-financial post-award administration and business management of awards. May conduct institutional review of notices of award providing critical analysis of terms and conditions of federal and non-federal sponsored awards; in conjunction with Senior or Associate Directors, may conduct negotiation of awards on behalf of the University; monitoring for regulatory compliance with the funding agency's terms and conditions of award from acceptance through closeout. Collaborate with University legal counsel, Office of Institutional Compliance and other NU offices as needed. Serve as a source of information on sponsor and University polices and regulations. The Senior Grants and Agreements Portfolio Officer will offer effective analytical and creative problem-solving skills and the ability to manage a high volume of work in a fast-paced, deadline driven work environment.


Qualifications

Excellent written and verbal communication skills required. Demonstrated ability to effectively manage multiple priorities in a fast-paced, time sensitive environment preferred. Must have solid judgment and capacity to exercise discretion to resolve ambiguity and promote effective solutions. Must have a strong commitment to constructively contribute to promoting excellence in customer service, providing professional, timely, efficient, and courteous support to the Hub's clients and University's research community. Cooperative, sense of humor and tolerance for ambiguity helpful. Excellent written and verbal communication skills required. Qualified to hold DOD security clearance and proximity to one of Northeastern's global research campuses a plus.

Bachelor's degree and a minimum of 3-7 years relevant experience in the field of research administration in an academic or non-profit setting is required. Knowledge of government grant and contract regulations, including FAR, agency policies, and familiarity with customary policies and procedures of an institute of higher education, and experience with the use of Grants.Gov, NSF Fastlane / Research.gov, NIH eRA Commons / ASSIST a plus.

Key Responsibilities & Accountabilities

30% - Assist faculty and research investigators supported by the Hub, managing a client's portfolio of proposals and awards by providing administrative and business services support. Identify opportunities, working with faculty prepare applications; review federal, state, local government agencies, private foundations and industry/corporate sponsored proposals to ensure compliance with applicable regulations, University policies, and program solicitation, including specific terms & conditions related to cooperative agreements, OTA and FAR-based contracts.

Assist faculty and administrative staff with development of proposal; explanation of agency guidelines, budgeting, and internal processes.

May provide cross-functional coverage for the Hub's Senior Research Administrators and/or Grant Officers within NU-RES Research Administration

15% - Review and process sponsored awards and ensure timely entry in University systems. Coordinates with other University offices to ensure compliance with University policies; responsible for interpretation of federal and non-federal rules and regulations, including FAR, DFAR, export controls clauses, and intellectual property rights as they relate to sponsored awards.

May provide cross-functional coverage for the Hub's Senior Research Administrators and/ other members of the NU-RES Hub or Grant Officers within NU-RES Research Administration.

40% - Provide portfolio management and award administration and business services during the life awards, including, but not limited to, fund and award management submission of progress reports, processing and approval of advance account requests, prior approval requests, no-cost extensions, changes to scope of work, changes in key personnel, and assistance in the submission of annual/final progress reports; and occasional assistance in reporting and analytics (e.g., burn-rate monitoring reports) for individual awards and the client's portfolio of contracts and grants

Function as liaison with funding agencies and manage coordination between other units within NU-RES and faculty/client administrators.

May provide cross-functional coverage for the Hub's Senior Research Administrators and/or Grant Officers within NU-RES Research Administration

10% - Develop expert knowledge of research administration necessary to provide assistance to Hub clients and the University research community. Engage in University-wide professional development activities, i.e. training, workshops, and developing resources useful for customers. Participate in special projects assigned.
