Job Description:
This position provides a high level of support to the Directors of the Office of the Chief Operations Officer as well as the and Auxiliary Services Department leadership. Responsibilities for this position include the following: Create and implement standardized labor scheduling practices for SEIU Collective Bargaining unit employees. Have a clear understanding of the SEIU Collective Bargaining Agreement and be knowledgeable in the execution of the contract. Be able to implement any operational changes in accordance with the contract rules and regulations.

Provide guidance and oversight to managers and supervisors in their supervisory capacity over all union staff by establishing work priorities/workflow and resolving management or personnel issues. Lead support staff for this division and work in collaboration with the University Payroll department. Weekly, and semi-monthly payroll process responsibility. Coordinate all human resources and hiring operations for the department which include processes and transactions regarding staffing. Prepare and submit job postings, interviewing, hiring proposal, and onboarding. Work closely with Human Resources Talent Acquisition team

Qualifications:
  • Bachelors degree or equivalent plus 5-8 years of work experience preferably in a union and/or university environment
  • 5-8 years of supervisory experience; excellent problem-solving skills through data-driven solutions.
  • Must be versed in a collective bargaining agreement environment.
  • Other human Resources professional affiliations are beneficial.
  • Computer skills


Job Specific Qualifications:
  • Current knowledge of university policies and practices and excellent working relationships with personnel at all levels across the organization.
  • Advance knowledge of PeopleSoft or related systems.
  • Advanced knowledge of Microsoft office suite.
  • High level of data gathering ability, analytical skills, ability to read and interpret documents.
  • Basic negotiation skills, management and delegation skills, strong organization skills, advanced verbal and written communication skills.
  • Ability to prioritize tasks and manage multiple projects while taking into account specific deadlines and benchmarks.


Responsibilities:
  • All employee related operations for the department, all processes and transactions. Prepare and submit job postings, interviewing, hiring proposals, and onboarding.
  • Work closely with the Human Resources Talent Acquisition team. All union vacancies are required to follow proper internal posting processes to ensure the opportunities are equally provided to existing staff.
  • Close analysis and oversight is needed to ensure proper execution. Provide guidance and direction to hiring supervisors in their review and interview conversations with prospective applicants.
  • Excellent staff recruiting, hiring, training and retention. Enhance staff recruitment to broaden outreach to diverse candidates, promote career opportunities, and ensure equitable and inclusive policies and practices.
  • Employ staff development and retention best practices to build a diverse workforce and an inclusive workplace. Key role in new system implementation for Campus Dining labor scheduling. This will include creating an efficient work flow process to provide standard practices.
  • Accurate tracking, monitoring, and auditing input data to support final payroll submission on a weekly basis.
  • Weekly and semi-monthly payroll process responsibility. Lead this operation in collaboration with University Payroll.
  • Oversight of the Time Clock system and data entry to support internal systems. The payroll process includes tracking and preparing overtime tracking data which is a union contract requirement.
  • Review, recommend, and communicate improvements and monitor their implementation by providing guidance and oversight to staff.
  • Manage all Human Resource and Payroll functions for a large SEIU labor force. Provide clear and concise data to Human Resources and Payroll.
  • Collaborate with both areas to make certain all contractual elements are being upheld.
  • Sound judgement and decision making to manage departmental operations, processes, and procedures. Supervise up to eight non-exempt staff members to ensure all responsibilities of employee services are accurate, timely, and efficient.
  • Directly guide staff in other areas who have input responsibilities into payroll data. Ensure procedures are followed and assist with all related information.
  • Responsible for training staff and Supervisors and Managers of Auxiliary Services and approving all transactional work.
  • Oversee the student employment process relative to recruitment, eligibility and hiring for temporary clerical staff within the department. Hire, train, and place staff for needed roles in the department.
  • Approve timesheets, delegate duties, oversee work productivity, evaluate staff, provide direction to staff, and inform leaders of staff needs, problems and changes. Ensure any delegated authorities or duties are properly documented and approved and maintain internal controls.
  • Support the new employee orientation with a monthly program providing new employees with valuable information regarding working in Auxiliary Services.
  • This includes collaborating with the Safety Manager, Union representatives and Labor Relations.
  • Work with Safety Manager to assist with compliance training and documentation.
  • Work closely with Human Resources Leave Administrator and Risk Management to ensure proper payroll coding and document tracking for all employees in Auxiliary Services to provide accurate and timely data for various leave statues.
  • Have knowledge of all leave types including Family Medical Leave, NYS Paid Family Leave, and Personal Leaves.
  • Confidentiality and discretion are required when dealing with sensitive issues. Provide data analytics support for the SEIU time and attendance tracking procedures. Provide detailed payroll and time clock data to support all SEIU discipline.
  • In coordination with the Facilities Services Operations Manager, manage the Summer Food Services Summer Program and summer labor scheduling process.
  • Coordinate staffing and employee relations for summer program, process additional payroll. EWOC - Employees Working Out of Classification.
  • Work with Campus Dining leaders to identify EWOC needs; screen interested employees, process appropriate system transactions for appointment and monitor proper pay rates etc.
