A. POSITION PURPOSE

This position is responsible for the functional and safe operation of the Electrical and Computer Engineering (ECEN) department's laboratory facilities. A critical component of the job duty includes routine maintenance and upkeep of laboratory equipment and supplies. The lab manager will support faculty lab users in developing and implementing new laboratory setups for lab course instruction primarily, and research when resources from sponsored projects are not available. The lab manager oversees the safety of all department laboratories and project spaces, and provides necessary training to lab users in the safe and responsible use of tools and equipment. The ECEN department laboratories include circuits, systems, electronics, RF microwave, power, AI, and project spaces. Hands-on laboratory experience is required. Knowledge of Occupational Safety and Health Administration (OSHA) and Environmental Health and Safety (EHS) regulations is desirable. In addition to supporting the ECEN department, this position also supports the usage of the ECEN labs and project spaces by the other departments (BIOE, MECH, etc.) of the SCU STEM community.

B. ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Maintain equipment and supplies used in course instruction and research.
Perform basic and routine equipment maintenance and calibration, including tracking the working condition of equipment. For example, perform basic and routine in-house maintenance and calibration. Provide regular checkups of equipment to evaluate and verify expected performance. Perform basic diagnostic and repair when feasible.
Develop and maintain a management system to readily locate and retrieve lab equipment and supplies for users. Manage a lab inventory to support the lab usage.
Develop and maintain a process for getting equipment repaired (in-house or by vendor) or replaced when necessary. Keep spare parts on hand as needed.
Identify external vendors as necessary, and work with them to ensure effective and continuous maintenance and support of laboratory equipment.
Maintain records and documentation of equipment such as calibration, repair, and purchase records.
Develop and maintain best practices in the operation of equipment used in the laboratories.
Identify and recommend new laboratory equipment purchase.
Maintain an inventory of supplies to support the lab uses. Identify any shortage of lab supplies, and purchase them in a timely manner. Additionally, purchase lab supplies at the request of lab users.
Ensure that the tools and equipment are properly stored when not in use, and non-functional or damaged equipment is reported to the supervisor and the department.
Produce standard operating procedures of the ECEN lab management and update them.

2. Support laboratory usage as required for ECEN courses and projects.
Support the setup and teardown of course related experiments if such support is requested.
Support the use of equipment and supplies if requested by lab users, including training the lab users to safely and properly use the equipment and tools in the labs and project spaces.
Help and support the students and teaching assistants on their design projects, for example, junior or senior design.
Monitor and maintain adequate inventory of lab supplies.
Perform basic installation and upgrade of lab software products needed to operate lab equipment and associated computers. Coordinate with staff in the Engineering Computing Center (ECC) for the use of design center resources.
Perform basic fabrication of in-house equipment and apparatus if requested. For example, build basic test jigs and circuit boards, make basic equipment according to the blueprint or prototype provided by lab users.
Perform the same lab activities as above for other STEM departments (e.g., BIOE) that use the ECEN labs for their courses and projects .

3. Oversee laboratories to operate in a safe and effective manner.
Ensure compliance with Environmental Health and Safety (EHS) regulations and safety policies. This includes the handling, storage, and disposal of hazardous materials.
In conjunction with the Director of Dry Lab Operations, serve as liaison with EHS, conduct regular safety inspections, and take appropriate corrective action.
Manage lab and project space access, space usage, and storage to provide for a safe, organized, and productive laboratory environment.
Provide training in the safe operation of tools and equipment to lab users. For example, soldering training, power equipment training. Maintain records related to safety training.
Perform emergency response procedures when needed, and inform users of protocol.
Develop and maintain effective communication and relations with and between supervisors, faculty, staff, and students with respect to laboratory use.
Effectively and regularly communicate laboratory use policies and expectations to meet the lab users' needs.
Communicate information that impacts laboratory usage to users (e.g., power outages, damaged equipment).
Attend relevant training courses and obtain relevant licenses and certifications (e.g., lithium battery safety) consistent with EHS policies.

4. Assist faculty users with the implementation of experimental research as requested.
Support faculty with design, fabrication, and assembly of experiment setups.
Support faculty with use of laboratory systems when feasible.
Support faculty with software installation or operating system installation.

5. Other duties.
Attend monthly department meetings to provide expert advice and feedback to meet department's lab usage needs.
Plan renovation and lab space improvement as directed by the supervisor and the department.
Other duties as assigned that relate to STEM lab operation.

C. WORK SUPERVISION

Supervise student lab assistants as assigned.

D. QUALIFICATIONS

The successful applicant must have a demonstrated ability to perform each essential duty. The items below are representative of the knowledge, skills, abilities, education, and experience required or preferred.

1. Knowledge
  • Knowledge of principles of operation of electrical and computer engineering laboratory equipment and supplies. Knowledge of basic circuits, electronics, circuit board making, and software usage.
  • Familiarity with Windows and Linux environments and installation procedures for drivers and required software.
  • Knowledge of lab safety principles and protocols; ability to learn applicable EHS and OSHA regulations.

    2. Skills
  • Organized and timely communication. Demonstrated oral and written communication skills.
  • Willingness and enthusiasm for learning in a dynamic environment.

    3. Abilities

  • Ability to work independently, multi-task, initiate and prioritize work, and exercise sound judgment.
  • Ability to safely handle heavy items, such as lifting objects up to 50 pounds. Ability to work in constricted spaces, such as crawling under a lab bench to connect power and data cables to lab equipment and computers. Ability to work on ladders, stepping stools, or scaffolding.
  • Ability to perform soldering or learn how to solder, including soldering small parts on a board.
  • Ability to supervise diverse laboratory users and student employees, and to establish and maintain cooperative working relationships within a diverse multicultural environment.
  • Ability to use hardware and software tools in the performance of essential lab manager duties.

    4. Education
    Bachelor's degree in engineering or related STEM field required. Master's degree preferred.

    Alternatively, equivalent combination of experience and/or education plus 1 to 3 years of related experience required.
