Human Rights Defenders Dataverse Repository Consultant

I. Background
The Carter Center is currently engaged in an effort to create a secure, global, and searchable digital repository consolidating data on threats and attacks against human rights defenders in order to improve ways to protect them and better tell their stories. The data would be gathered and submitted by external partners, such as NGOs, grassroots organizations, academic institutions, and by The Center itself. The data would be organized and tagged in such a way to allow end users to retrieve data from multiple sources and across themes and geographical locations. Types of data would be widely varied, from Excel spreadsheets, to existing databases, to photos/videos, and PDF files. The repository would also provide tools for ease of analysis and interpretation of the various data sets, such as the ability to map and layer data and to produce detailed statistical analyses. Other programs that could possibly spring from and rely on the data emerging from the repository would be defenders protection networks using the NEMO web application, the use of The Center's online Forum on Human Rights to broadly communicate the positive value and impact of defenders' work, the production of statistical analyses to inform policy proposals and advocacy strategies to protect defenders, and the creation of a real-time alert system.

II. Scope of Work
The Carter Center is seeking a Human Rights Defenders Dataverse Repository Consultant to design a technical framework for a digital repository as described above with a data management plan. Reporting to the Human Rights Program Director, the Consultant will lead the initiative to analyze and understand the architecture needs for The Carter Center's digital repository and create a unified collection and data management strategy and secure storage design. The successful candidate will possess strong collaboration skills and have experience in developing, organizing, and managing metadata for multiple formats, working with various collection management systems, including archival collections, handling content migration from legacy systems, documenting processes and procedures, and developing taxonomies.

Consultant must perform the following duties:
  • Collaborate with The Carter Center's repository team, facilitate meetings to learn about needs/goals, bring decision-points to the attention of the Carter Center team, and provide regular updates on progress/results of work through presentations and written materials
  • Evaluate The Carter Center's research, resources, and goals to determine best technical design for a digital repository
  • Analyze current repositories and databases that focus on human rights data (particularly regarding attacks on defenders) to gain knowledge of existing technologies and assess ways to integrate existing data into the digital repository
  • Research efficient and secure technical design and make a recommendation that aligns with repository goals
  • Identify, design, and develop schemas, ontologies, taxonomies, vocabularies, etc. for images, sound, video, text, realia, graphics, geospatial, and other types of data
  • Develop a unified collection management metadata strategy, including coordinating information sharing agreements and protecting personal identifiable information
  • Design architectural opensource framework/diagram of digital repository, cataloging all elements of the technical development process with a high priority on security
  • Draft roadmap of execution for technical development of repository, including proposed next steps, checkpoints, time and cost estimates, recommendations of any additional resources, and any other relevant materials

    Consultant must take into account:
  • International and domestic laws and standards for sensitive data sharing and consent issues
  • Verification and validation standards for statistical data collection
  • A gender perspective in statistics
  • Varied backgrounds/competencies/languages/geographical locations of data collectors

    III. Proposal Components
    All proposals must describe the approach to carry out the scope of work described above and include a detailed budget and proposed timeframe for completion.

    IV. Qualifications/Competencies
    Consultants will be evaluated based on the following criteria:
  • Opensource database and repository design and planning
  • Dataverse experience
  • Long-term project coordination and planning capabilities
  • Knowledge of digital library design, development, management, maintenance, and migration
  • Experience with digital and information security issues and risk mitigation strategies
  • Familiarity with developing taxonomy for digital categorization, indexing, and archiving
  • Familiarity with digital information search and retrieval processes

    Additionally, preference will be given to Consultants with experience in:
  • IT development
  • Data management
  • Data quality and statistical analysis
  • Digital information sharing and consent issues
  • Previous experience or knowledge of human rights field, including data collection and analysis which considers multiple perspectives, e.g., gender/ethnic/geographical/linguistic documentation
