Job Summary

Job Summary:
The Department of Pediatrics at the University of Utah Spencer F. Eccles School of Medicine has an immediate opening for a Director of Finance and Budget. Directs and oversees the operation and strategic planning of financial and accounting functions, including financial policy development and implementation, and establishes department goals for the financial and accounting affairs for the Department of Pediatrics, consisting of 22 Divisions and 5 key academic enterprises. Directs all aspects of the department's budget process and centralized financial and accounting support staff. Acts as the catalyst between the department and internal and external departments and organizations. Serves as a member of the department's Executive Leadership Team.

Responsibilities
Essential Functions:
  1. Directs the development and implementation of policies, programs, and financial objectives and goals for the financial and accounting affairs for the Department of Pediatrics consisting of more than 1300 faculty, staff, residents, and fellows that are consistent with the School of Medicine's (SOM), Health Science's and University's financial goals and objectives.
  2. Directs all operational aspects of the centralized financial support services and staff that provide a full range of financial and accounting services to the department that includes, but is not limited to: budget management; accounting; financial analysis, forecasting and reporting; cash management; procurement; payroll; grants and contracts; and variance analysis. Ensures compliance with University policies, regulatory requirements and generally accepted accounting practices.
  3. Leads the compilation of data used to prepare budgets, accounts, and forecasts. Oversees department's ~$300M dollar annual budget. Conducts financial and quantitative analysis of the department budget, assuring compliance with budgetary limitations and funds flow requirements. Serves as part of the department budget review committee, evaluating and assessing budgets for all divisions and enterprises within the department prior to final presentation to the Department Chair.
  4. Develops and analyzes various complex financial reports throughout the year to monitor financial performance of the department, including revenue for professional clinical services. Develops single- and multi-year business plans and helps drive performance improvement as needed within the divisions to meet strategic goals.
  5. Acts as an advisor for the centralized accounting and financial group and division managers on all aspects of financial and accounting affairs, including, but not limited to policy and regulatory interpretation and compliance with generally accepted accounting practices.
  6. Provides strategic financial direction by setting short- and long-term goals and estimating the budgetary impact of special projects and policies. Collaborates with the Executive Leadership Team to establish strategic goals and objectives to improve fiscal performance.
  7. Ensures quality customer service and satisfaction by soliciting feedback on financial and accounting services provided. Analyzes feedback and provides appropriate follow-through to ensure quality financial, accounting, and customer service. Ensures the department's objectives and goals are met.
  8. Oversees annual financial request process with hospital partner including program support and medical director requests, Primary Children's Foundation requests, and manages any other off-cycle financially-related requests between the Department and hospital partners.
  9. Oversees and monitors financial outcomes of professional services contracts and ensures fair market value negotiation with contract partners.
  10. Monitors and adjusts department's faculty compensation plan to ensure competitive and equitable pay parity throughout specialties that adhere to University standards.
  11. Acts as a catalyst between departments, faculty, physicians and staff to ensure continuity and quality of financial service. Handles all financial relations with internal and external customers that include Mission Based Management SOM Dean's office, Management Accounting and Analysis, Grants and Contracts Accounting, Tax Services, Accounts Payable, Income Accounting, Risk Management, Primary Children's Hospital, Intermountain Health, and other University departments.
  12. Participates in the Health Science's Budget application and process review committee.


Director, Finance Planning & Analysis ManagementDirect/Manage/Supervise the organization's short and long-term financial planning, budgeting, and forecasting processes. Enhance the finance department's ability to manage performance by linking corporate strategy to execution. Gauge overall financial health by using key financial ratios (e.g., debt to equity ratio, profit and loss, variance reports, financial statements) and determine which of the company's products or product lines generate the largest portion of its profit. Create, update, and maintain financial models and detailed forecasts, measuring potential impacts to financial growth. Evaluate whether the organization's current assets and investments are the best use of capital. Prepare internal reports for executive leadership. Compare historical results against budgets and forecasts, and perform variance analysis to explain differences in performance, making improvements as necessary. First-level director. Assists executives and/or senior directors in defining organizational goals and strategic plans. Extensive business knowledge with comprehensive understanding of the organization and functional area.Requires a bachelor's (or equivalency) + 12 years or a master's (or equivalency) + 10 years of directly related work experience.This is a Director-Level position in the Management track.



Minimum Qualifications
EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor's degree = 4 years of directly related work experience).

Department may hire employee at one of the following job levels:
Director, Finance Planning & Analysis Management: Requires a bachelor's (or equivalency) + 12 years or a master's (or equivalency) + 10 years of directly related work experience.



Preferences
Preferences:
  • Financial management and accounting experience in an academic department or complex, matrixed healthcare environment directing financial and accounting operations.
  • Possess an in-depth knowledge of budgeting, financial forecasting, accounting principles, departmental finances, revenue cycle operations, and University funds flow.
  • Ability to analyze, plan/develop, implement, lead, and evaluate financial goals, policies, procedures and processes.
  • Advanced degree in a related field such as MBA, MHA, or MAcc
  • Familiarity with GAAP principles

The incumbent should plan to work primarily on-site as a visible leader in the Department of Pediatrics.
