Under the direction of the Executive Director of Facilities and Capital Planning, the Assistant Director of Facilities oversees and supports the maintenance, operations, and long-term planning of college facilities. This role assists with contract management, budget oversight, work order tracking, deferred maintenance, and capital planning, while coordinating and leading daily operations associated with all Massasoit Community College Facilities (Brockton Campuses, Canton and Middleboro Site). The Associate Director ensures compliance with all safety and regulatory requirements and provides leadership to facilities staff, including on-call availability for weather and non-weather related campus emergencies.
Essential Job Functions:
- Assist the Executive Director in managing daily maintenance and repair operations for buildings, grounds, roads, and campus infrastructure.
- Oversee custodial services, snow and ice removal, landscaping, and other facilities operations in compliance with local, state, and federal regulations, as well as Massasoit Community College policies.
- Manage and monitor work orders from issuance to completion; conduct quality audits to ensure timeliness and service standards.
- Develop, implement, and monitor operating policies and procedures for facilities management.
- Administer vendor and service provider contracts in accordance with state procurement policies.
- Assist in preparing and monitoring the Facilities Management budget; ensure fiscal responsibility for all expenditures.
- Assist with the Management of deferred maintenance projects and assist in capital planning; maintain facility databases, including the Commonwealth's CAMIS system.
- Provide leadership in developing sustainability initiatives, energy conservation efforts, and multi-year deferred maintenance programs.
- Coordinate with design professionals, contractors, and consultants on construction and renovation projects.
- Ensure compliance with OSHA, ADA, Right-to-Know, and environmental/labor laws.
- Supervise all Facilities Management staff, ensuring compliance with Massasoit Community College policies and applicable laws.
- Oversee the full range of supervisory functions, including interviewing, hiring, onboarding, training, scheduling, performance appraisals, coaching, and progressive discipline when necessary.
- Plan, assign, and direct daily work operations, ensuring that departmental goals and objectives are met effectively and efficiently.
- Collaborate with other departments across all Massasoit Campuses regarding activities, events, and space requests.
- Address employee and stakeholder concerns, resolve problems, and maintain a positive and productive work environment.
- Analyze operational and facilities data using various software systems and reporting tools to support planning and decision-making.
- Develop and deliver staff training on safety, daily operations, and special projects.
- Maintain logs related to overtime, seniority, and attendance for AFSCME bargaining unit employees.
- Communicate regularly with Massasoit Community College administration regarding facilities services, costs, and concerns; foster strong working relationships across all departments.
- Supervise, evaluate, and support all Facilities Management staff in accordance with Massasoit Community College policies and collective bargaining agreements.
- Perform administrative tasks including scheduling, inventory control, and procurement of supplies.
- Respond to weather and non-weather campus emergency situations and provide on-call availability as needed.
- Perform other related duties as assigned.
Job Requirements:
Qualifications:
Bachelor's degree required or Four years of progressive facilities management experience, with at least three years in a managerial/supervisory role. Experience in educational or public sector environments preferred, knowledge of collective bargaining environments helpful. Demonstrated knowledge of building systems, operations, and regulatory compliance (OSHA, ADA, environmental and labor laws).
- Good managerial expertise with the ability to supervise and lead a large diverse group of individuals to work collaboratively.
- Commitment to the mission and philosophy of the college with a strong understanding and respect for the goals of the college activities.
- Knowledge of technical operations, subcontracting and labor relations, including Americans with Disabilities Act compliance.
- Knowledge of Right to Know compliances, which includes identifying storage, handling and disposal of listed materials. Includes the dissemination of Material Safety Data Sheets to appropriate personnel as well as keeping the MSDS website current and all college personnel aware.
- Responds to the needs and requests of other divisions of the college as they relate to the care and use of facilities and equipment.
- Ability to recognize College-wide priorities and work cooperatively to support their accomplishments.
Additional Information:
Position Status: Non-unit Professional, full-time state funded with benefits
Hours: 37.5 hours per week, Evenings 2:00pm - 10:30pm.
Salary: $78,000-$102,000 (annually) commensurate with education and experience
Worksite: Assignments will include all Massasoit sites and additional locations as necessary.
