Department Overview

Position Summary
The Senior Director of Data Management and Strategy is responsible for the technical delivery of IRAP's multiple robust and dynamic reporting and analytics environments including, but not limited to, the UC Information Center, the UC Accountability Report, the IRAP Digital Commons and the Data Hub. These environments rely on IRAP's integrated data infrastructure, the UC IRAP Data Warehouse, comprised of multiple data marts with student, personnel, contracts & grants, financial, and other data sources stored in an integrated star schema architecture. The office recently moved the existing environment to the cloud and is hoping to refactor the current structure to leverage data lake structure and improved analytical and reporting tools. The Senior Director manages a technical team that currently consists of two directors, three business systems analysts, three ETL developers and two reporting and analytics developers. These staff are involved in IRAP's data acquisition, validation, processing, storage and retrieval, and reporting and analytics. They work closely with institutional research content teams to provide decision support to multiple audiences, including UC and campus leadership.

The Senior Director reports to the Executive Director & Deputy and, along with the directors, are members of IRAP's management team which discusses planned and future projects, staff workload and morale, and integration and collaboration across teams. The Senior Director serves as the primary liaison between IRAP and Information Technology Services (ITS) leadership and ancillary service providers including database administration, application services, data architecture and security infrastructure. The Senior Director establishes data management, governance and information systems objectives and work plans and delegates assignments as needed. The Senior Director is responsible for managing, preparing, administering, and directing resources, including providing support to IRAP's Vice President and Executive Director & Deputy on budget and personnel requests. The individual reviews and approves recommendations for data systems analysis, development and support projects as well as reporting and analytics initiatives.

The Senior Director has significant responsibility for strategic planning. The individual is involved in developing, modifying and executing data systems and management solutions and policies that affect immediate operations and the integrity of the institution's public reporting including the reliability of information to support the UC President and Regents as well as the quality of official reports. Failure to deliver on data management and infrastructure goals to support these critical information resources has system-wide impact. This position is eligible for a remote work arrangement within the state of California, and with ability to be on-site in Oakland, CA as needed for work related purposes. The selected candidate must reside within the state of California or be willing to relocate.

Key Responsibilities

55% Directs, manages, and administers a large data services team that provides systems analysis, development and support for the functional reporting and analytics infrastructure as well as the technical development and maintenance of the UC-IRAP Data Warehouse and its data marts. Serves on IRAP management team to provide technical expertise and direction to advance decision support goals. Manages a team with currently 10 IT professionals, including directly supervising the existing two directors. Is responsible for their professional development and the quality and quantity of their work.

20% Reviews and approves projects for data and reporting and analytics systems, development and support.

10% Develops, modifies, and executes functional policies to improve analysis, design, development, and testing processes.

5% Regularly interacts with higher-level management on matters of significance.

5% Develops strategic plan for data, reporting and analytics infrastructure and ensures achievement of departments' short and long-term objectives.

5% Attends classes, seminars, and conferences that enhance expertise. Serves on university-wide committees as appropriate and participates in activities that enhance the UC community and support the university mission. Required to uphold the UCOP Principles of Community.

  • Minimum of 10 years of experience managing or leading information technology projects or teams.

  • Excellent interpersonal skills to effectively lead, motivate and influence others and develop and maintain high standards of customer service.
  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.
  • Thorough knowledge of data systems analysis, design, development and support functions.
  • Experience with handling personal identifiable information (PII), Family Educational Rights and Privacy (FERPA) regulatory compliance, cybersecurity, and privacy.
  • Excellent critical thinking, persuasion / negotiation, mentoring, leadership / management, problem solving, human resources policies and procedures knowledge relating to management responsibilities.
  • Extensive or advanced knowledge of subject area sufficient for strategic planning, technology assessment and direction.
  • Extensive experience managing technical staff.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.


Preferred Qualifications
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
  • Experienced in leading change management activities and managing their impact across multiple units or departments.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within a large and complex technical environment.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
