JOB SUMMARY
Note: Two positions are available from this recruitment.
The Program Manager applies wide-ranging experience to guide projects, up to and including the most complex educational and technical requirements and processes with campus-wide impact. Uses advanced operational concepts and targets to resolve highly complex issues.
Guides projects and regularly works on issues with little or no campus precedent where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs and processes. Considered a subject matter expert on campus and/or often recognized as an expert externally in the industry.
Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. Will guide programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of self-governance. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
This position will be guiding the cross-divisional team overseeing the transformational UC Santa Cruz Degree Audit reinvigoration and renewal initiative. The initiative is a top campus priority in support of the campus goals for Student Success and to Improve Efficiency, Effectiveness and Resilience. The initiative will result in degree audit capability for all undergraduates for all majors, minors and colleges; automating the process of choosing which degree requirements are completed and which remain, up to and including all pathways for completion of the degree.
The initiative will, by the start of fall 2025, provide students an intuitive user interface through which they can access accurate and complete degree progress/completion information; and advisors and curricular analysts an intuitive user interface through which they can access individual and summary/multiple student degree progress/completion information.
The Degree Audit Initiative is a cross-divisional standardization of academic policies and processes that will support increased efficiency for department staff and will be a transformation in how the campus and its 17,000+ students, 75+ academic advisors, 100+ programs and 50+ academic units work in terms of process, policy, and technology, all in the support of student achievement.

JOB DUTIES
40% - Strategic Program Management
- Initiates and guides program direction related to the campus implementation of new enterprise systems; coordinates with key stakeholders to scope and plan campus support for process design and reengineering, system configuration and testing, integration, process and system controls, workforce training and transition, change management leadership and communications.
- Establish and maintain project presence among campus executives, management and staff; provide high-level briefings for campus senior stakeholders, including the Chancellor and CP/EVC; actively engage executive sponsors and business-process stakeholders in project planning, development and delivery; develop clear direction in regards to project targets and approach.
- Develop and deliver accurate program/project status reports on a regular basis; actively communicate program/project status to project stakeholders and leadership, sponsors and stakeholders; provide campus-wide communications as needed.
- Participates with high-level organizational or program leaders in strategic thinking and planning in the policy domain. Proposes, guides and/or participates on policy, strategy and planning committees and working groups.
- Makes high-level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade stakeholders to adopt the proposed solution or program/process recommendations.
- Develops proposals and recommendations to guide and support a broader strategic direction for the organization / initiative.
35% - Project Implementation and Operations
- Has overall project management responsibility. May lead a team of technical project management professionals. Assembles and leads large project teams, develops detailed project plans and schedules and monitors budget and resources. Guides project activities with the goal of completing the project on schedule and within budget constraints.
- Interacts with senior internal and external personnel. Oversees the project from initiation through delivery including system integration, project and campus communications, interaction with vendors and managing risk.
- Oversees all aspects of large projects from initiation through delivery including system integration, project, and campus, and community communications, interacting with vendors and managing risk.
- Guide project from initiation through the delivery of solutions, interfacing with internal and external stakeholders; apply advanced-level project administration capabilities to guide project managers and staff in on time/on-budget project implementation and effective project communications.
- Leads and provides strategic or tactical planning to all workstreams: requirements, process transformation and standardization, fit/gap and solution-ing, technical system design and configuration, testing, communication, change management and training.
- Develop detailed project plans including scope, deliverables, milestones, tasks, dependencies, resource requirements and schedule; identify roles and responsibilities of key project resources and stakeholder groups.
- Proactively manages and resolves matters related to project priorities, resources and quality; resolve issues that impact project budget, timeline, and/or delivery.
- Applies project management techniques, up to and including the most complex and advanced, to independently perform research and studies at the campus-wide level. Regularly directs analyses to choose approaches, sources of data, methods, techniques and evaluation criteria to obtain project results.

25% - Management and Supervision
- Leads program hiring, resource utilization and performance management to deliver expected outcomes; provide coaching, mentoring and ongoing feedback related to staff, expectations and progress.
- Accountable for the supervision of assigned project managers and technical and functional staff; proactively manages personnel matters in collaboration with campus Human Resources. Acts as the lead to project team members in order to facilitate adherence to project schedules and to resolve technical problems. Assigns and monitors work of systems analysis and program staff, providing technical support and direction.
- Negotiates contracts, hires and manages temporary, highly skilled contract professionals.
- Effectively manages fiscal resources while adhering to University policy; conducts analyses of proposed spending to determine value proposition.
- Establish and collaborate with governance groups and service and project managers to establish project roadmaps; review new and existing IT products and service plans, and conduct customer research to support changing business needs within a matrixed environment.
- Improve Efficiency, Effectiveness and Resilience in support of enterprise-wide campus programs and strategic initiatives.
ITS Security Statement
Information Technology positions are responsible for the security of UC Institutional Information and IT Resources. The incumbent is required to follow all applicable information security policies, procedures, and standards to maintain minimum standards of information security for data, systems and applications. Supervisors are responsible for making sure their staff have appropriate security skills and qualifications, and complete all appropriate and required security training.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Typically 5+ years of experience managing an information technology organization.

- Demonstrated experience in directing large project teams.
