The Network and Application Operations team (NAO) is a highly technical and tactically significant team within the Network Operations organization. The NAO team oversees deployment, support, and ongoing maintenance of the centralized core applications that provide end-user services (both commercial and consumer) throughout the wireline and cable footprints. The major applications and services the NAO team currently has responsibility for include the Broadsoft platform (ManagedIP), Ericsson Mediaroom (IPTV), and the centralized head end functions for cable video operations.



The Manager-Network and Application Operations leads this diverse team within the Network Configuration and Technical Support group. The Manager-Network and Application Operations is often a working managerial position and is responsible & accountable for system health, application performance, and trouble & outage resolution in the core application layers of the network. The Manager-Network and Application Operations includes escalation management from support teams across the Network Operations organization. There is also a major vendor management component for these hosted vendors in order to ensure interoperability, timely restoration & resolution of network affecting issues, and that roadmap timelines are met.



A significant portion of this leadership position lies in consultative services and collaborative development across the organizational spectrum at TDS. This manager drives network reliability and problem resolution initiatives with adjacent IS and Network Operations teams. This includes watching current technology trending to identify and develop operational tools and automation that drive quality into lower level teams (e.g. Service Activation, ATS, and Customer Repair). The Manager-Network and Application Operations heavily engages with Product Development, IS, and Network Architecture in order to guide the systems developments needed to make vendor roadmaps into a TDS reality. This manager / team is also highly collaborative with the technology development technicians in order to ensure production implementations are backed by lab tested designs.

RESPONSIBILITIES




  • Manage and direct NAO personnel who deploy, monitor, and maintain all service provider server hardware and applications delivering next generation services in conjunction with TDS's Voice, Video, and Data networks.

  • Primary interface into Product Management and Technology Development for all gated projects that drive material changes to the customer facing server infrastructure or the applications it hosts.

  • Manage external vendor relationships to address and drive resolution for problems due to vendor hardware, software deficiencies, and configuration related problems. This position focuses on vendors who provide server hardware or server based applications that Network Operations is responsible for.

  • Primary outage owner for any outage directly caused by server hardware, performance, or application related failures. Also an Alternate Outage Owner as defined in the Outage Management Process for major outages in the event of non-availability of ATS leadership.







QUALIFICATIONS




Required Qualifications

  • Bachelor's degree or 4 years professional work experience

  • 5+ years of management experience overseeing a technical team in a service provider network OR in managing software development teams OR in managing a server / application based or cable operations based provider network; AND

  • 7 + years of combined industry experience with appropriate information technologies (OS/390, UNIX, Linux, relational databases, Windows, Windows/NT/XP)


OR

  • Associate's degree or 2 years professional work experience

  • 7+ years of management experience overseeing a technical team in a service provider network OR in managing software development teams OR in managing a server / application based or cable operations based provider network; AND

  • 10 + years of combined industry experience with appropriate information technologies (OS/390, UNIX, Linux, relational databases, Windows, Windows/NT/XP)


Other Qualifications

  • Technical expertise with the following:

    • Microsoft Windows OS, Linux operating systems, and associated server hardware platforms, load balancing, firewalls, session directors

    • Real time IP voice and video protocols

    • Customer premises equipment including (but not limited to) Routers, PBX, Handsets, IP Phones, soft phones or other client applications, set-top boxes, home wiring concepts

    • Distribution and delivery of real time IP provided TDS products and services including the ManaedIP brand of products and TDS-TVover Microsoft Mediaroom



  • Conceptually familiar with the following:

    • TCP/IP technologies including (but not limited to) routing and routing protocols (e.g., OSPF, BGP, etc.), subnetting, multicast, tunneling, bridging, MPLS, IP QoS, traffic engineering, and IPTV

    • Broadband and narrowband access technologies including (but not limited to) POTS, xDSL, T1, DS3, PRI, BRI, WiFi, WiMAX, PON, OCX, RF, DOCSIS

    • Transport technologies including (but not limited to) SONET, ATM, Ethernet, POS, DWDM, WDM



  • Leadership Skills

    • Able to lead and manage a diverse highly technical team. Able to interact and work with others as part of a team and remove barriers to the team's success. Possesses expert knowledge of internal processes and tools and drives changes when necessary.

    • Able to drive vendors to provide appropriate resource allocation in order to drive bugs and issues from the network as quickly as possible in order to provide the best possible service to TDS customers

    • Possesses good mathematical and statistical analysis skills

    • Knowledge of business analysis tools (including, but not limited to cost-benefit analysis, NPV, IRR)



  • Communication Skills

    • Ability to coordinate resources from multiple adjacent teams in order to support the restoration efforts for multiple network failures at once

    • Excellent interpersonal skills
