Biogen's global IT function is a large and complex organization with approximately 450 employees worldwide and a budget over $400 MM. The IT Portfolio and Business Operations group is focused on enabling effective decision-making and ongoing management of the resources, priorities, and performance of the organization. The leader of the group will report to the CIO, and will be responsible for leading various activities that will enable the IT Leadership Team (ITLT) to effectively manage the IT organization.

This team is critical to the overall effectiveness of the IT organization, and the Director will need to continue building capabilities (i.e. people, process and technology) while simultaneously and seamlessly supporting ongoing projects and operations.

IT roles at Biogen are structured around 5 categories of management responsibilities:

Platforms (i.e. technology systems)
Processes
Partnerships (i.e. relationships with functional groups outside of IT
Projects & Programs
People
This role is primarily focused on Processes (specifically management and delivery processes) and Projects & Programs (specifically complex cross-functional programs), with an important element of People management for the team of 6 employees.



Key Responsibilities:

IT Governance (Process focus)

Facilitate development and periodic updates of the overall IT strategy. Maintain "user friendly" documentation" of that strategy.
In collaboration with functional portfolio leads, execute and continue to refine the portfolio governance process. This process emphasizes project categorization (e.g. Sustaining, Compliance, Risk, Growth, Efficiency, Strategic), lifecycle approach, measuring value delivered, and planning for full lifecycle costs.
Build and enhance the IT "show back" model, which maps the traditional IT budget into a structure that provides complete transparency into the cost and consumption of IT resources and activities to facilitate planning and identify opportunities for improvement.
Facilitate corporate governance processes including activities of the various Functional IT Steering Committees and the Enterprise IT Steering Committee.


Program management (Project & Program focus)

Most IT projects are managed "locally" locally by the sponsoring team within IT. However, there are a number of large, complex programs that are managed by a small team of experienced program managers within the IT Portfolio & Business Operation team. Such programs will typically involve multiple IT (and business) groups – e.g. integration/migration associated with mergers, acquisitions, and divestitures; major infrastructure or security initiatives impacting multiple functional/application teams; etc.

The Director of IT Portfolio & Business Operations will be responsible for leading this team, ensuring an effective delivery process (with emphasis on stakeholder engagement, managing dependencies, and managing risks), and successfully delivering selected programs. S/he will also be the process owner of the SDLC.



Primary Point of Contact for Corporate Functions Supporting IT (Process focus)

The Director and her/his team will act as the primary interface with Corporate functions supporting IT, and will facilitate engagement with the ITLT and the broader organization. Examples include:

Finance: Annual Operating Plan (AOP) and subsequent forecast updates, Long Range Plan (LRP), close/accruals, reconciliation and reporting of budget versus actuals, etc.
Procurement: sourcing, requisitions, contracting, vendor management, license management and renewals, etc.
Global Business Services: continuous improvement (CI) planning and tracking
HR: headcount management, talent development, succession planning, compensation planning, etc.
Office of the CEO: periodic reporting on key accomplishments
Corporate Communications: communications within the global IT organization, and from IT to the broader Biogen organization.


Process Management (Process focus)

As described above, the Director will be the primary owner of IT's management (e.g. strategic planning, annual budgeting, etc.) and delivery (e.g. governance, portfolio management, SDLC, etc.) processes. In addition, the Director will be responsible for building and maintaining the overall framework for IT process management. This overall framework extends beyond management and delivery processes to include operational processes (which are owned by the Infrastructure & Operations team) and control processes (which are owned by the Information Security, Risk & Compliance team). While the Director will not own those operational or control processes, s/he will be responsible for defining and managing standards for designing, documenting and measuring the effectiveness and efficiency of all IT processes, in close collaboration with the respective process owners.



Administrative support (People focus)

The Director will coordinate the assignments of the department's administrative assistants, ensuring adequate support for senior staff within IT.

The director will be responsible for managing the agenda, attendance, and documentation of the IT Leadership Team (ITLT) meetings.

Qualifications
Strong interest and relevant experience in managing the business aspects of the IT organization
Proven success in leading large, complex IT programs
Excellent organizational, process, facilitation, analytical and planning skills
Intellectual agility – i.e. the ability to effectively operate at both the strategic/conceptual level and the detailed, technical level to ensure effective operations that are fully aligned with the future-state operating model.
Ability to contribute individually while simultaneously leading a multi-faceted team
Strong financial skills
Bachelor's degree and 10+ years relevant work experience. MBA preferred
